Are stables allowed to send out pace makers in SA and is it OK for horses to be ridden in a way that does not give it the best chance of winning?

Depends whether MLJet's improvement is on a par with Jayyed's cos if so then Harry's could be the next Muhammed Ali.

my major concern with the current crop of 3yocolts is that in both wfa races in cape town they have been soundly beaten by their older counterparts ..the matchem and the green point stakes
