NOTICE - TO ALL RIDERS, OWNERS AND TRAINERS

Have attached a copy of the penalties
Dear All
At the National Board Meeting held on 13 October 2016, the Guidelines for the Penalty Ranges regarding Contraventions of the Rules of The National Horseracing Authority were approved.
These Guidelines will be available on the NHA Website on Friday 21 October 2016 and will be in effect from 24 October 2016.
Attached please find a copy of the Penalty Guidelines which should serve to promote more consistency regarding the respective penalties for any contraventions of the Rules.

It is an improvement but I'm not sure punters should be doing Flik-Flaks:
a) most actually improve the ease of administration of the NHA
b) the "periods of consideration" are wide and therefore still subjective
c)I find 62.2.9 interesting.........so a jockey must ride to instructions???? and if instructed to give a horse an "easy",as it is prepping,compliance is OK,in spite of it breaching other rules????? - Surely what is needed,following certain rides/runs,is an enquiry into what in fact the instructions were,and regulate them in their entirety.(I am sure I am not the only one who sometimes wishes he knew what the instructions had been!) I am sure that sometimes its the instructor that should be penalised
d) the "racing on merit" or "consistency" rules get no mention and are the rules that need to be re-defined,with penalties,most!
Hopefully this is a step in the right direction,but when it comes to the protection of punters there seems to be a naivety .........is that perhaps because regulators are not allowed to punt!

72.1.43 at any time publish, communicate or utter words or statements or post
on any social media platform or channel any material, content or
comment or conduct himself in a manner which could reasonably be
construed to be either racist or sexist obscene, offensive, defamatory,
racist, threatening, harassing, discriminating, sexist or abusive to
any other person or entity involved in the racing industry or bring the
good name of any person or entity in the industry or the NHA into
disrepute.
72.1.43 at any time publish, communicate or utter words or statements or post

comment or conduct himself in a manner which could reasonably be

Yesterday a guy asked me to move his furniture from point a to point b
Instead of charging him R150 i charged him R1200
He'll never ask me again :dry:

55.4 should equal R20k first time 6 month ban second time and warning off for the third offence. Not weighing in and being fined 10k is a joke when considering the amounts being punted.

For me the penalties for celebration are harsh... I don't condone these actions but they are far from a R1500-10K offence.... Rather include that in the unprofessional riding rule and start with a R750 fine.
