Same as ALL other inquiries regarding racing employees who cost punters money and do the industry irreparable damage.

National Horseracing AuthorityThe National Horseracing Authority confirms that an investigation was conducted into the circumstances that led to Pumeza and Miss Crusade being loaded and starting from the incorrect drawn positions at Kenilworth in the first race on 8 July 2017.
After carefully considering the patrol film evidence and interviewing various parties, the following was ascertained:

Pumeza was loaded in stall gate 11, instead of stall gate 10.

Miss Crusade was loaded in stall gate 10, instead of stall gate 11.

The error occurred as a result of these two horses’ race numbers being mistakenly attached to the incorrect barrier positions, behind the stalls. The riders of these horses were not aware of the error as the entire field had not been loaded and they assumed that they had been loaded in the correct stalls. As a consequence, no action will be taken against the riders involved in this incident.

Neither, Pumeza nor Miss Crusade had gained a material advantage, or were denied a fair start in any way as a result of starting the race from the incorrect drawn position.Horse Racing

Disciplinary action will be taken against the staff members involved in this incident.

The conclusion is that the switched draw had no material affect on the result.

I would probably agree with that.

However,what it doesn't state is whether or not the stipes actually picked up that an error had occurred before they declared the race all clear.If they,the stipes,did not in fact pick this up then surely they too should be sanctioned?

Surely if they had picked it up the two affected horses should have been declared non-runners?

I guess we'll just have to keep wondering.

I deal with customer complaints on a daily basis. Human error or negligence is not a suitable root cause. Neither is disciplinary action a suitable corrective measure. No customer will accept this type of problem solving.

My Q on this is what do the rules say? The above statement does not refer to a rule. Is there a rule that covers silence? And that neither runner gained a material advantage is so subjective. What's that saying "I don't see any kings around here?"

The stipes are in charge of everything, but individuals are tasked to do specific things. It is entirely possible that if the starter makes a mistake that the stipes might not pick it up as it happens and in the minutes that it takes to weigh-in and call the result.

Not seeing someone else's mistake is not the same as making a mistake.

The fact that this is not the 1st time that this has happened in recent times clearly means that the system as it currently stands has flaws.

If it's the starters duty to check that all horses start in the correct stalls,it appears we need to have someone who checks that this was indeed the case before the all clear is given.

Or are punters just supposed to suck things up every time another of an endless list of mistakes gets made?

When I backed Magic Memory last year and it won by 6L I lost out on a big profit because the system did not notify the riders that it was in fact a false start.

Not the same incident I know,but the rules stated that one of the options available to the stipes in that instance was to declare the race null and void.

In this instance I had no vested interest,but these are things that should be gotten right all of the time,hence a need for checks and balances.

Total BS.....but i knew what the outcome would be.....they may as well of not even had an investigation......i reckon they just decided on the wording of the outcome in their meeting. Bunch of clowns

There is no other practical outcome for this incident. If it had been picked up immediately, maybe the results could have been affected.

I just hope that the correct countermeasures have been implemented to prevent recurrence.
