Couplings on the Pick Six now accepted?

According to the TAB rules updated July 2017 I see that:
2.3 BRACKETED HORSES
2.3.1
"Whenever in any race a trainer has two or more horse carded (including Reserve Runners) such horses shall be bracketed or coupled on the Totalisator for the Pick Six, 7 ,8 9 and 10 pools only."
However I see that that at Turffontein last weekend thos was not applied.
in race 7 no 2 WILL PAY wins and was bracketed with 9 & 11 but these were not included in the pick six dividend.

Have I misunderstood the rules, or have they been changed again since the July 2017 update?

SA rules say :07.3 PICK 6 POOL
07.3.1 Bracketing of runners rule does not apply.

Frodo I have now looked at the "new "rules and it does say horses are coupled with the same trainer ( I think they omitted to say, only overseas races?!.)....

2.3 BRACKETED HORSES:
2.3.1 Whenever in any Race, a trainer has two or more horses Carded (including Reserve Runners) such horses shall be bracketed or coupled on the Totalisator for the Pick 6, 7, 8, 9 and 10 pools only.
2.3.2 Subject to the provisions of these Rules, whenever a bracketed horse wins a Race, all the horses in the bracket shall qualify for the purpose of the calculation and payment of Pick 6, 7, 8 ,9 and 10 Dividends, unless stated otherwise.

What was the name of the other horse/s that would have qualified?

Unbelievable - can't see any 'cover yr a*se' exceptions - so until further notice, couplings in the Pick Six DOES apply
