The USA is a large place. Under most jurisdictions the zero tolerance policy is applicable but of course there are some course and regions where they a bit more accepting of "the best horse won" theory

Not too familiar with their rules, but if it is as strict as in athletics for example, then it's pretty silly for the connections to celebrate as they did...knowing that the probability of being disqualified was high.
