Elimination Conditions Maiden Plates
I have new horses in the stable that have never run for me, that have been eliminated from Maiden Plates these have higher merit ratings than other accepances and have been eliminated for at least the 4th time... (is the owner happy?) here are the conditions.
7.2.6.2
Horses that finished second, third, fourth or fith in either of their last 2 starts, shall remain in the race provided that if there are more horses in this category than there are places remaining in the field then the provissions of conditions 7.2.6.6.1; 7.2.6.6.2; 7.2.6.6.4 respectively shall apply
7.2.6.2
Eliminations to be determined as follows
7.2.6.6.1 Worst finishing position in last race,
7.2.6.6.2 Worst finishing position in penultimate start,
7.2.6.6.3 Lowest Merit Rating,
7.2.6.6.4 Barrier draw as defined in conditions 7.1.2

Just had a browse through the 'Racing Operator Conditions'; it states the following (for races in P country):
7.1.1 Merit Ratings for the purposes of Elimination
Notwithstanding anything contained herein, the following shall apply for
elimination purposes in Maiden Plates and to maidens in other Plate
races:-
7.1.1.1 No horse shall be given a gross merit rating of less than 99 on
the basis of its first and/or second run.
7.1.1.2 All horses having their first start shall be given a gross merit
rating of 100.
7.1.2 Elimination on Barrier Draw
If one or more horses in the following situations have to be eliminated,
- with identical net merit ratings in handicap races
- with identical gross merit ratings in plate races (other than Maiden
Juvenile Plates)
- in terms of Conditions 7.2.7 and 7.3.8 in Maiden Juvenile Plates,
then eliminations will be decided on barrier draw as follows:-
7.1.2.1 In races down a straight, from the lowest barrier draw upwards.
7.1.2.2 In races around a turn, from the highest barrier draw downwards
and also
7.2 Race meetings at Turffontein and the Vaal
Where the number of declarations for a race exceeds the number allowed to start in a race, the excess number shall be eliminated on the following basis and in the following sequence:-
7.2.1 Failure to declare an intention to accept with a horse
If there is a need to eliminate in a race and there is a horse in the race for
which a Trainer has failed to declare his intention to accept, then that
horse shall be the first to be eliminated. If however, there are more horses
for which Trainers have failed to declare their intention to accept than
require to be eliminated, then barrier draw, in terms of Conditions 7.1.2.1
or 7.1.2.2 shall be used to determine which horses/s shall be eliminated
7.2.2 Dual entries
If a Trainer has entered a horse in more than one race and he fails to
declare his intention to accept with the horse, then, after applying
Condition 7.2.1, where applicable, the horse shall be eliminated from the
race that attracted the most number of declarations. In the event of both
races having attracted the same number of declarations, the decision as to
which race the horse shall run in shall be decided by barrier draw in the
same way as detailed in Condition 7.1.2.1 or 7.1.2.2.
and
7.2.6 Maiden Plates
7.2.6.1 Two-year-old horses, in terms of Condition 7.2.7
7.2.6.2 Older horses, from the lowest gross merit rating upwards

I think the explanation as given by David sums it up best; as I understand it preference is given to first timers and runners that finished 2nd, 3rd, 4th or 5th in either of their last 2 runs (if there are too many of these, they go by finishing order and then if still too many they look at the MR and only then the draw comes in).
Again I have to mention that the programming imo is terrible; only one race in the whole of September for sprinting maiden filles on turf - how can this be? Even worse, we got eliminated!

Frodo you do not want a 3yo now, that is good and ready to race, there are no maiden 3 yo races until 20 October (1600m)but the 3yo Falcon sprint and Goldfields sprint & (Joburg Spring Chanlenges) comes up on 10th October, where are the races to become eligible??????? maiden plates against older!!

Well we drew 16 of 44, never run before and were eliminated!
Have to look for another race.

Hope it's not a sprinting filly you have, Dave, as there are no races for them on the turf before October, and then we move to the other extreme where there are on average 2 races per week available - crazy.

I swear that if this happens to me again I am selling the lot..sorry Powerofone you are absolutely right...if they cannot get the basics right they can go find new owners at their achiever day I will be first to sell..and I am honestly not joking...enough is enough!
