To provide for the strengthening of measures to prevent and combat corruption and corrupt activities; to provide for the offence of corruption and offences relating to corrupt activities; to provide for investigative measures in respect of corruption and related corrupt activities; to provide for the establishment and endorsement of a Register in order to place certain restrictions on persons and enterprises convicted of corrupt activities relating to tenders and contracts; to place a duty on certain persons holding a position of authority to report certain corrupt transactions; to provide for extraterritorial jurisdiction in respect of the offence of corruption and offences relating to corrupt activities; and to provide for matters connected therewith.

Who is impacted by the Prevention and Combating of Corrupt Activities Act?

All natural and juristic persons in South Africa as well as South Africans operating outside of the country. The following specific activities regarding identified functions and roles where corrupt activities could impact are also highlighted in the PCCA:

public officers,
foreign public officials,
agents,
members of legislative authorities,
judicial officers;
parties to an employment relationship
witnesses and evidential material in certain proceedings
contracts
procuring and withdrawal of tenders
auctions
sporting events
gambling games or games of chance
Offences related to possible conflict of interest

“sporting event” means any event or contest in any sport. between
individuals or teams. or in which an animal competes, and which is usually
attended by the public and is governed by rules which include the constitution,
rules or code of conduct of any sporting body which stages any sporting event
or of any regulatory body under whose constitution, rules or code of conduct
the sporting event is conducted;

However you are correct Gold Circle and the NHA , the RA are just as guilty .

This example about shopping at Pick and Pay is ridiculous. If the Security guard at the door and the business owner have knowledge that the man coming in to buy goods , that he is buying goods with stolen money , they have very low standards etc. ..... and should throw him out the door.
