any trainers or owners held accountable yet. the penalty imposed seems stupid seeing most have not raced legally for years

Why dont you ask her owner ?
She retired as sound as she ever been last year July because he had a buyer who offered big money but that didnt realised due to unknown reasons.
I was asked to try find interesting breeders who would want her for breeding as she is a 12th time winner.
Couldnt get even an offer of 20k ...... and the breeder who wanted her didnt wanted to pay a cent , he wanted her for free and then talked about her first foal bla bla bla bullshit story.
So, with nobody wanting her ,he send her to where she is very well cared for , looks fantastic , loving life and if someone are really serious about her he will probably consider the offer but until then , she is in very good hands and in immaculate condition.

Ziets i had a car and looked after it very well, serviced it every year, fixed any problems, made sure the oil and water were checked and drove it with care.
I then sold it and 6 months later the new owner drove it into a tree

I am seeing the original breeder who told me he wanted to breed with her when she had finished in Kimberley and get his side of the story. A mare like that should be sitting on a stud farm in foal with a foal at foot and not be bush racing after being sold to squeeze the last bit of juice of her.

Like most controversial happenings in horse racing, this seems to have died down and the mountain under the NHA carpet gets bigger.
So let's call it like it is. A breakdown of the horses "caught" in an unsanctioned "bush" meeting reveals that the vast majority of these horses originate from the shithole that is Kimberley. Some may be amazed but I have some sympathy for those connected to Caribbean Bay IF what the assistant says is the truth, the whole truth and nothing but the truth. In my opinion IF the horse was retired properly and the second career forms filled in as regulated, then the owner can do with the horse as he wants as long as the horse is well cared for. If these bush racing meetings are illegal, then it becomes a criminal matter and not the concern of the NHA. My thoughts are if the horse is well cared for then she is probably in a better place than many thoroughbreds that leave the racing ranks unprotected. My view is similar on all other horses that have retired from racing, I note there are a few that fall into this category.
My view on horses that have not retired, and are bush racing in-between official NHA races is very different. It goes without saying that this is clearly against the rules, is massively unfair to punters who only have the official form line to study, and have no idea what condition the horse in the race card is in as it jumps from the starting gate. This also raises the question as to the role the "guilty" trainers play in this bush racing malarkey. Should they be active participants, and I can not see any way they are not unless their retirement paperwork is tardy, then the NHA should punish them, and punish them properly. This punishment should be extended to all that are licenced by the NHA. This would include jocks, vets, handlers, owners, assistant trainers and stable employees and whoever I have omitted.
While those that protect the bush racing will undoubtedly attempt to claim that this is a social happening and there are no financial rewards attached, the costs of just getting the horses to the races tells me money is involved. Is there betting? Are there stakes of any sort? How is this whole backyard industry funded?
There are more questions than answers. Perhaps the selectively vocal assistant will fill in the dots?

Bob you would think its obvious but it clearly not.
If a horse has retired, what right do the NHA have to suspend it?
That would be a bit like a professional footballer retiring, getting copped for breaking the law years later, and then having to answer a charge of bringing the PFA into disrepute.
The vast majority of horses from that shithole do not have second career forms filed at the NHA.
