Go to youtube and watch the 6 part series done by Panorama entitled BENT RACING.
It is about UK racing and you be the judge as to whether that could happen here!
The concerning part is the lack of action by the BHA.

losing your weights has happened all over the world and does not mean there was anything untoward going on...the horse was scratched so how can anyone have benefited from this

A since retired( and very well off) bookmaker once said to me that in a 14 horse field I had 1 horse on my side and he had 13. Not going to beat him very often.

losing bets refunded, easy peasy. they had a bet it was beaten fair and square then declared a non runner.
Read a book called "the great casino heist" its about a cheating techinque called "past posting" that in essence is what happened here, just in reverse.

would you rather get return on your investment or money back?

Jeez, that was an interesting watch. I'm sure that could happen here if it hasn't already.

My opinion...
Some races are "fixed" but there are so many people "fixing" unbeknown, against each other that it actually becomes competitive (unfixed). If that makes sense:S
I think that the penalties outweigh the long-term benefits, and therefore in general most persons steer away. But someone will always try from time to time...it's called life.
