i will now bore you all to death with definitions....what is handicaping really?two great sports use hcap systems to level the playing field...golf and horseracing.the whole idea is that by the allotment of some type of impediment ,participants of different ability can compete against each other on equitable terms and therefore provide for interesting competition.in golf a players hcap is based on his recorded score as compared to par for the course.the resultant handicap is the number of strokes he requires to be deducted from his gross score so that it would give him a net score equal to par.the better the golfer the fewer strokes he needs to score par...in horseracing hcappers use the weight that a horse has to carry in a race to hcap.by either increasing or reducing the weight they attempt to equalise the chances of horses of different ability .the better the horse the higher the weight.handicaping is the foundation stone on which thoroughbred racing is built .it was introduced in the mid 19th century to british racing by admiral rous who was able to express the ability of horses as a function of weight.he also introduced a scale on which horses of different ages could be compared which has become known as weight for age....what is merit handicaping?as the name suggests ,handicaping on merit means that a horses allocated weight in a race will have been earned by the measurement of his previous performances,this means that the revealed ability of the animal is the primary basis for determining his hcap rating...last quote....is handicaping an art or a science?a bit of both it can never be an exact science because OPINION as well as FACT is involved

Most contributors here seem to understand the basic maths .............what splits the opinion here is a basic human principle ............................those that are most comfortable with increased ability being entitled to proportionate success(capitalism) and those that believe that ability should be equalised in some form (socialism).
It is a mindset .
Those on each side of that principle will always agree with those of like mind..................for that reason,whatever system is utilised,not everyone will be pleased.
As a punter I prefer to have a system that allows a form of predictability otherwise It becomes like equine roulette and resorting to guessing like the majority of mindless casino gamblers!

One of the first things that needs to be done to solve the problems with regards to handicappers is that trainers should not have access to phoning them.It's not going to change what they do and just causes more problems.
Referees in all forms of sport are not to be questioned,otherwise the questionee is sanctioned.Why should racing be any different.
They should be dealt with by their peers.

Got the needle with MR's today. My small gelding Nightlock runs his 1st paying place on Tuesday after 11 runs and they push him up 4 for running 4th. He is now a 76! The horse that ran 2nd dropped 2 and although I know older he is now a 69! This is what pi!!'s me off. Am I right or wrong in the mr specialist's eyes? I know what my owners and I think!:S

I agree as far as trainers contacting the handicappers - there should be an 'appeal process' (already in place? ) through which a trainer / owner should be able to appeal what they believe is an incorrect rating of a horse.
However as far as trainers / owners talking to whoever is in charge of deciding on the racing program, imo there should me more consultation than seems to be the case at present - and this should take a more 'formal' approach - you can't have one or two trainers only 'consulting' with the 'programming committee' - there should be a quarterly (at least) meeting where every trainer should be able to give his input - at least if the 'programming committee' is up to date on which horses are looking for races, they can schedule / adjust the program accordingly
